Instructions
Preheat oven to 375°F (190°C).
In a large skillet over medium heat, add olive oil. Once shimmering, sauté onions and carrots until they begin to soften, about 7–9 minutes.
Add minced garlic and cook for another 1–2 minutes until fragrant.
Add ground lamb and cook until browned and fully cooked, about 8–10 minutes. Drain excess fat if needed.
Stir in tomato paste and cook for 2 minutes. Sprinkle flour over the mixture, stir well to coat, and cook for another 2 minutes to eliminate raw taste.
Pour in beef broth and Worcestershire sauce. Bring to a simmer and let thicken, stirring occasionally for 5–7 minutes. Add peas and remove from heat.
Meanwhile, boil potatoes in a medium saucepan for 15–20 minutes until fork-tender. Drain and return to the pot.
Mash the potatoes with butter, warm milk, salt, and pepper until creamy. Use a ricer for extra smooth texture if preferred.
Spread the lamb mixture in a 9x13 inch baking dish. Gently top with mashed potatoes, spreading evenly with a spatula. Use a fork to create ridges on top for extra crisp texture.
