In a saucepan, bring 2 cups of water to a boil. Add the rinsed quinoa and a pinch of salt. Reduce the heat to low, cover, and simmer for about 15 minutes or until the water is absorbed and the quinoa is fluffy.
Remove the quinoa from heat and let it rest, covered, for 5 minutes. Then, fluff it gently with a fork.
In a small bowl, whisk together olive oil, lime juice, minced garlic, cumin, and black pepper to prepare the dressing.
