This is a no-bake cookie dough you can eat straight from the bowl — no eggs, and the flour is heat-treated so there’s no guesswork about safety. It takes about 25 minutes, makes six servings, and the ingredient list is short enough that you probably have everything on hand right now.

The short version of why this works

Two things make this recipe actually safe rather than just probably fine. First, heat-treating the flour — either five minutes in a 350°F oven or short bursts in the microwave until it hits 165°F — kills any bacteria that raw flour can carry. This step is non-negotiable and easy to skip by accident, so do it before anything else. Second, the recipe replaces eggs entirely with a small amount of milk. Eggs in standard cookie dough provide moisture and bind the fat to the sugar; two tablespoons of milk does the same job here without any food-safety concern. The result is a dough that holds together, scoops cleanly, and tastes like the real thing.

Substitutions that actually work

  • Butter: Plant-based margarine works well as a straight swap. Avoid coconut oil — it makes the dough greasy and it sets too firm when chilled.
  • Milk: Oat milk is the most neutral dairy-free option here. Almond milk works but can add a faint background flavor.
  • Mini chocolate chips: Regular-sized chips are fine but they don’t distribute as evenly, so some scoops end up chip-heavy. Skip the white chocolate chips — they make the dough noticeably sweeter and throw off the balance.
  • Brown sugar: Dark brown sugar can replace light brown sugar for a stronger molasses flavor. Don’t substitute all-white sugar — you’ll lose the depth that makes this taste like cookie dough and not just sweetened butter.

If something goes sideways

  • Dough is crumbly and won’t come together: The flour absorbed too much moisture, or the butter wasn’t soft enough. Add milk half a teaspoon at a time and mix briefly until it pulls together.
  • Dough is greasy or oily: The butter was too warm — closer to melted than softened. Press the dough into a bowl, cover it, and refrigerate for 15 minutes. It should firm up and become workable.
  • Dough tastes flat or bland: The salt was under-measured or left out. Sprinkle a small pinch of flaky salt over the top before serving — it fixes this immediately without re-mixing.
  • Flour has a raw, starchy taste after heat-treating: It didn’t reach 165°F all the way through. Spread it thinner on the baking sheet and give it another two minutes in the oven, then let it cool fully before using.
  • Dough is too stiff to scoop after chilling: This is normal. Let it sit at room temperature for 10 minutes, then use a cookie scoop or two spoons — it softens quickly.

Storage and reheating

Store leftover dough in an airtight container in the fridge for up to five days. For longer storage, roll it into balls and freeze them on a baking sheet until solid, then transfer to a zip-top bag — they keep well for up to two months. Pull frozen portions out and leave them at room temperature for 20 to 30 minutes before eating. There’s no reheating involved; this dough is meant to be eaten cold or at room temperature. If you’re making a batch ahead for a party, doubling or tripling the recipe works without any changes to technique — just cream the butter and sugars in a large stand mixer bowl so you have enough room to fold in the chips without spillover.

Instructions
 

  • Preheat your oven to 350°F (175°C). Spread the all-purpose flour on a baking sheet and bake for 5 minutes to heat-treat it. This step ensures it's safe for raw consumption. Let the flour cool completely before using.
  • In a large mixing bowl, cream the softened butter, brown sugar, and granulated sugar together using an electric mixer on medium speed until light, fluffy, and well combined—about 2-3 minutes.
  • Add the milk and vanilla extract to the bowl. Beat again until smooth and creamy, about 30 seconds. Scrape down the sides of the bowl with a spatula for even mixing.
  • Sift in the cooled flour and add the salt. Mix on low speed just until combined—do not overmix. The dough should be thick but pliable.
  • Fold in the mini chocolate chips with a spatula until evenly distributed throughout the dough.
  • Serve immediately or refrigerate in an airtight container for up to 5 days. Allow chilled dough to sit at room temperature for 10 minutes before serving for optimal softness.
